In November,
East Kentucky Power Cooperative cut the ribbon to signal the start up of its third new landfill gas-fired power plant.
The low-emissions generators, the first of their kind in Kentucky, are expected to produce 10 MW of affordable power, enough
to supply about 7,000 homes, for 25 to 30 years. “The landfill project is another example of how energy producers and
environmental regulations can go hand-in-hand,” says Roy Palk, president/CEO of the Winchester-based G&T. “We’re taking
a waste gas, methane, which is a greenhouse gas contributor, and creating a revenue stream for landfill owners while producing
inexpensive electricity for the consumer. It’s always nice to create a situation where everyone wins.” The facilities are
located at the Bavarian Landfill in Walton, Green Valley near Grayson and Laurel Ridge near London. Each of the $4 million
plants is about 5,000 square feet. “We’ve tried to make them quiet and more environmentally friendly,” says Ralph Tyree, East
Kentucky Power’s program manager of non-traditional power production projects. The plants use low-emissions engines.
Hospital-grade mufflers, soundproof glass and thick block walls minimize noise. “They’re very clean and very quiet,”
Tyree says. The plants are also a good deal for landfill operators. “We utilize the infrastructure that the landfill had to
put in for the Clean Air Act, and we try to give them something for their investment,” Tyree says. Twelve of the G&T’s
16-member distribution co-ops are participating in the EnviroWatts program, through which the green power is marketed. Consumers
pay $2.75 a month for each 100-kWh block of green energy. “We have one of the larger green-power programs in the southeastern
United States,” Tyree says. “We’ve signed up 300 residential accounts and have really just started doing our advertising
campaign. People from all walks of life are buying it.” The G&T is also conducting tests to determine if wind power could be
a viable source of renewable energy in Kentucky. Supporting green power is one of several initiatives that have put East Kentucky Power at the front of the pack when it comes to environmental commitment. Other initiatives include:

At the new Industrial Park near Sheffield, Power Tech Engineering of Atlanta is coordinating the designed " Closed Loop" Power System Sub Station with Sheffield's Supervisor of Engineering, Albert Kerstiens . The Dual Feed- Loop scheme is becoming popular in Electrical Distribution.
They Selected the Cooper Voltage Regulator, with their "FAST-Tap"- Changers , and the UVR-1 from ICMI for Parallel capabilities. The Six new Regulators, are paralleled in a master/ slave synchronous mode so that all Regulator Tap Mechanisms are " locked-step".
ICMI accomplished this with its 8 Port XIO - Input-Output Board added to each control cabinet, assigning one as MASTER, and Inhibiting the other five from making their tap changes, governed by the master's RAISE-LOWER command structure. This method essentially then, mitigates the potential for associated "Circulating Current" , keeping all units in "LOCKED-STEP" . Each of the Six will report Tap Position via DNP, as well as reporting Power Quality Data which Sheffield Utilities can chose from the UVR-1 communication customization menu software.
ICMI staff visited the Installation in this large Sub-station, and to demonstrate to Mr. Kerstiens and his staff, the paralleling operations of the UVR-1 on each of the six Cooper Voltage Regulators. The Communication protocol- DNP-3.0, level 2 over Fiber Optics will be established via ACS- RTU, and Schweitzer communication processors. The successful test was performed using UVR-1 Control External Power to each regulator, as the tap changers were cycled Up-Down. The Sub is expected to be On-Line in the near future. Mr Kerstiens stated ," ICMI's UVR-1 Control provided the only Parallel scheme in a Cost Effective method ."
HOWARD INDUSTRIES debuts their NEW Voltage Regulator at the Dallas IEEE-PES Power Show, featuring the ICMI - UVR-1 Control. Production is slated in first quarter- 2004, according to published Howard Ind. August-03 hand-out sheet. ICMI is very pleased to be working with Howard Industries, and their highly motivated USA, and International REP. network. This is perhaps the first picture, showing both Regulator, and Control.
